What is Amendment 13 to the Privacy Protection Law?

A comprehensive amendment to Israeli Privacy Protection Law, in effect since August 2025, strengthening personal data protection

Amendment 13 to the Privacy Protection Law came into force in August 2025 and is the most significant change in Israeli privacy legislation. The Privacy Protection Authority is actively enforcing the amendment, with fines of up to NIS 3.2 million or 5% of annual turnover. Key provisions include:

  • Expanded definitions- Broader definition of "personal data" and new "sensitive data" category
  • Notification duty- Obligation to inform data subjects about collection and use of their data
  • Informed consent- Requirement for explicit consent for processing sensitive data
  • Data subject rights- Rights to access, correct, and delete personal data
  • Officer appointment- Requirement to appoint a DPO in certain organizations
  • Breach reporting- Obligation to report security incidents to authorities and data subjects
  • Enhanced sanctions- Significant fines for law violations

The amendment aligns Israeli legislation with international standards like the European GDPR and has been actively enforced since it came into effect.
